Leeds City Council

‘As part of the Combined Secondary School PFI scheme UPL was employed as a consultancy service to manage and deliver the utilities works required of Leeds City Council as part of the contract. UPL provided an excellent service ensuring Leeds City Council did not incur any additional costs, which often occur due to the complex nature of managing and completing utilities works. UPL provided a professional liaison service between the utilities companies, construction company and the Council to ensure all parties remained well-informed and satisfied.’
Philip Smith, Project Manager: Leeds City Council

Background
The Combined Secondary School Project (CSSP), jointly co-ordinated by Leeds City Council and the EC Harris Group, involved the construction of five schools within the Leeds area. As part of the privately-funded initiative, new school buildings were constructed to be populated by an adjacent school. Old school buildings were then demolished in preparation for redevelopment.

Services Provided
UPL provided a range of project management services throughout the scheme, including the organisation of utility connections, diversions and disconnections at each of the five school sites. Acting as an intermediary between Leeds City Council and numerous utility contractors, UPL managed all aspects of the utility connection process – ensuring that each project was completed in a timely and cost-effective manner.
