UPL aims to ensure minimum cost provision where appropriate to the specific scheme using our detailed utility connection design and independence as the basis for a competitive tender to the independent connection providers. This can be either on a single or multi-utility basis as appropriate:

  • Confirm non-contestable cost elements
  • Fully utilise de-regulation in gas, electricity and water connections by tendering to and obtaining alternative costings for provision of contestable elements of work from accredited contractors
  • Utilise opportunities for alternative asset ownership strategies where relevant
  • Agree terms and conditions with appropriate contractors
  • Procure and recommend cost-effective connection quotations to our client
  • Include quotations for diversionary works in the tender as appropriate
  • Prepare order documentation packs


As we understand the competitive market, the real cost of delivering projects and the asset value they entail, UPL is best placed to ensure maximum value is derived through such a competitive tender process. We also sit on the OFGEM steering groups for Competition in Connections (CinC) and the Electricity Connections Steering Group (ECSG), and have a detailed understanding of the utilities regulatory obligations and the split between contestable and non-contestable works.
