Groundworks must be undertaken for new developments, diversions and upgrades, but approaching each individual service to determine the utility mapping in an area can prove extremely time-consuming. It can also be difficult to guarantee that you have captured all of the utility apparatus in a specific area. Most major cities, for example, have many different data cabling services available in one small area. Obtaining plans for all of these is a demanding task, with no assurance of accuracy.

All organisations which lay underground services are required to confirm the existence of their assets with the local council and, where applicable, the Highway Authorities and Utilities Committee (HAUC).
